Purpose of an Asbestos Survey

An asbestos survey is a comprehensive inspection carried out on a property to identify the presence, type, condition, and extent of any asbestos-containing materials (ACMs). The purpose of the survey is to manage the risk associated with asbestos and comply with the legal obligations set out in the Control of Asbestos Regulations 2012. The requirement for asbestos surveys is detailed in the Control of Asbestos Regulations 2012 (CAR 2012).

Duty to Manage Asbestos in Non-Domestic Premises

Regulation 4, known as the "Duty to Manage Asbestos in Non-Domestic Premises", requires that the duty holders, i.e., the owners, landlords, managers, or persons who have responsibility for the maintenance of non-domestic properties, identify and manage the risks from asbestos in their premises. Generally, the easiest way of meeting this requirement is by undertaking an asbestos survey.

This is the standard asbestos survey. Its purpose is to locate, as far as reasonably practicable, the presence, extent, and condition of any suspect ACMs in the building that could be damaged or disturbed during normal occupancy, including routine maintenance and installation, and to assess their condition. This type of survey can be used to formulate an asbestos management plan.

This is needed before any refurbishment or demolition of a building is carried out. It will locate and describe, as far as reasonably practicable, all ACMs in the building. This type of survey can be targeted to specific areas that would be affected by refurbishment or demolition works that are to be carried out so that detailed risk assessments regarding the works can be carried out.
